Sam Carsen brings executive operational experience shaped by institutional governance research and cross-border advisory work.

She played a key leadership role during a period of rapid organizational expansion within a multi-state, cross-border professional services firm. Her focus was operational stabilization — overseeing workforce scaling, internal systems development, compliance infrastructure, revenue operations, and cross-border coordination during accelerated growth.

Sam has also advised international companies with global reach on cross-border commercial agreements, providing strategic insight into contractual structure, risk considerations, and operational implications in U.S. markets.

Earlier in her career, Sam conducted graduate research with the United Nations Office of the High Commissioner for Human Rights and the Uganda Human Rights Commission’s Monitoring and Inspection Directorate, and later served as lecturer at academic institutions in Chile. Her work focused on institutional accountability, oversight mechanisms, and multilateral governance frameworks.

Sam has maintained a lifelong engagement with technology, with sustained focus on data systems, emerging AI tools, and responsible AI practices. Her longstanding fluency in technological evolution informs a governance-first approach to AI integration within organizational structures.
